The Town and Country Planning Department of the Government of Goa is in receipt of applications under sub-section (1)

of section 39A of the Goa Town and Country Planning Act, 1974 (Act 21 of 1975).

Notice is hereby given to the General public, as required by sub-rule (2) of rule 4 of the Goa Town and Country Planning

PUBLIC NOTICE

NOTICE is hereby given to public at large that the entire parcel of land owned by the Dugal Projects Development Company Pvt. Ltd. (DPDCL) in village Agonda, Canacona, Taluka,

Goa (details whereof are given below) has been custodia legis since July, 1991 under the orders of Hon'ble High Court of Bombay dated 08.07.1991 and 24.07.1991 passed in Civil Suit

No. 2654/1990 filed by Original Lenders (now Alchemist ARC) thereby appointing a Court Receiver to take over physical possession of the entire land. The said entire land owned by

DPDCL is mortgaged in favour of Original Lenders (now Alchemist ARC) and is attached under the Judgment and Decree dated 06.05.2011 passed by the DRT, Mumbai against DPDCL and

Sima Hotels & Resorts Ltd. (SHRL). Thereafter, in terms of Hon'ble High Court’s order dated 10.07.2019, the physical possession

of the said entire land was handed over by the Court Receiver to Mr. Arunava Sikdar (Resolution Professional appointed by NCLT, Mumbai). The NCLT order dated 08.05.2019 was

set aside by Hon'ble NCLAT, New Delhi vide order dated 07.03.2022 on technical ground of limitation for filing Petition in NCLT. In an Appeal filed by Alchemist ARC against the NCLAT

order dated 07.03.2022, the Hon'ble Supreme Court in Civil Appeal No. 2786/2022 has passed an Order dated 18.04.2022, directing status quo to be maintained and as such, the physical

possession of the land remains with Mr. Arunava Sikdar (Resolution Professional) and it continues to remain as custodia legis.

That, one Mr. Chitranjan Kumar along with Mr. Raju Chappakal Pappu, Mr. Umesh Kumar Ram Vinay Prasad Singh and Mr. Samrendra Kumar are falsely claiming to be Directors/

Shareholders of DPDCL on the basis of forged and fabricated documents. A Petition under Section 213 of Companies Act, 2013 has been filed against them before the Hon'ble NCLT,

Mumbai and is currently sub-judice. In view of the above, notice is hereby given to public at large not to enter into any

transaction with any such person(s) and/ or any other person(s) claiming to be Directors/ Shareholders/ Authorised Representatives of DPDC, including but not limited to execution of

any document in the nature of NOC, partition, demarcation, consent decree, sale, lease, permission, MOU, etc. by such person(s), with respect to the said land at Agonda, Goa (described

below), which is attached in favour of Alchemist ARC (being the sole lender to DPDCL) in terms of the DRT Decree dated 06.05.2011 and the judicial orders mentioned above.

It is made clear that any Govt. Department/ entity/ Person conniving with the person(s) mentioned above to execute any document creating encumbrances/ third party rights over the

said land at Agonda (described below) (mortgaged to Alchemist ARC), will be guilty of having committed a Contempt of Court and all such persons/ entities/ Govt. Departments will be

The sanitation tax controversy

surrounding the Mapusa Mu-

nicipal Council (MMC) con-

tinues to intensify, with five

demanding a special council

meeting to address growing

confusion and dissatisfaction

over the levy.

Opposition councillor

Shashank Narvekar raised

serious concerns about the

implementation of the Model

Municipal (Solid Waste Man-

agement and Handling) Bye-

laws, 2020, particularly with

regard to the imposition of

sanitary charges.

Speaking to media,

Narvekar pointed out while

the notification was issued in

2020, adopted in 2023, and is

being implemented in 2025,

the elected council has never

formally discussed the matter.

“No charges have been

fixed by the council as man-

dated. The Chief Officer is

unilaterally and arbitrarily

levying exorbitant charges

without any formal approval

from the council,” he alleged.

He said the lack of trans-

parency has led to widespread

confusion among key stake-

holders including traders,

vendors and municipal shop

lessees.

According to him, even sev-

eral councillors have demand-

ed clarity and accountability

on the issue.

Narvekar called for a spe-

cial meeting of the council

within seven days to take up

the sanitation tax matter for

discussion and resolution.

The written appeal for the

meeting was jointly signed by

councillors Sudhir Kandolkar,

Tarak Arolkar, Anand Bhaid-

ka, and Kamal D’Souza.

The demand adds pressure

on the MMC leadership, which

has already come under fire

from sections of the merchant

community and opposition

leaders for the manner in

which the sanitation fees are

being imposed.

Discontented with the civic

body’s handling of the issue,

traders in Mapusa had called

for a shutdown of the munic-

ipal market.

However, the protest was

called off following the inter-

vention of Chief Minister Pra-

mod Sawant, who assured the

traders that their concerns

would be addressed.

gurated a newly renovated

Sulabh toilet block complex

at Baina beach, addressing a

civic issue that had remained

unresolved for over three dec-

ades.

The inauguration was held

in the presence of Mormugao

Municipal Council (MMC)

Chairperson Girish Borker,

Chief Officer Siddhivinayak

Naik, Councillor Shraddha

Amonkar, PWD officials, and

local residents.

Speaking at the function,

Amonkar said the project

was of great importance

to residents of Ward 7 and

Ward 8, who had suffered

due to the lack of proper

sanitation facilities for nearly

30 years.

“People had approached

me multiple times on this

issue. The renovated toilet

block now includes modern

amenities such as geysers in

bathrooms, separate toilets

for men, women, senior citi-

zens, and the disabled, along

with both Indian and west-

ern-style options. Changing

rooms have also been provid-

ed within the same complex,”

Amonkar said.

He further stated that a

monthly pass system would

be introduced for local res-

idents to ensure affordable

access.

“I have spoken to the con-

tractor and we’ve decided to

introduce a monthly payment

pass system to prevent over-

charging. The block will be

maintained by Sulabh, with

oversight from the MMC. I’ve

also made it clear to locals

that while we have created

this infrastructure for their

benefit, it is equally their re-

sponsibility to maintain its

cleanliness,” he added.
